To access Preferences in the Windows version of Photoshop, you go to Edit > Preferences. You can also just change your hotkeys in Preferences. I do highly recommend learning/memorizing hotkeys some basic/common actions such as undo and redo (Undo, in Windows, default is CTRL+ALT+Z, you will learn to love it), you'll save tons of time, and in my opinion, moreso if you're drawing/painting. Sucking at painting is the first step to becoming Leonardo Da Vinci. This week well try to cover a topic that many have questions about.
Here's a hotkey cheat sheet that may help. Wobbly Wednesday is where new artists asks questions regarding digital painting and more experienced artists try to answer. I'd recommend taking a good look at both just to get an inkling on what you can do with the program and how it can serve purposes other than photo-editing. There's a lot of material that can be viewed for free and is kept separate from ones that you would have to pay for. A concept artist named Matt Kohr runs/maintains the site and is responsible for the tutorials that you see. If you're looking to use Photoshop in combination with a drawing tablet because you want to get into digital drawing/painting and that sort of thing, there's a site dedicated to just that called CTRL-Paint. If you want a general overview and enjoy learning by doing, there's a series of tutorials called "You suck at Photoshop".
